Open the shop and tap Restore purchases, while signed in to the same Apple Account you bought it with. The unlock follows your Apple Account rather than the device, so a new phone restores rather than re-buys.
That usually means the App Store couldn't be reached. Check your connection and try again in a moment. If you were charged and nothing unlocked, email me with the date and I'll sort it out.
Progress is saved on the device itself. Deleting and reinstalling the app clears it, and it does not transfer to a new phone. Your purchase does transfer — restore it as above.
